The report outlined numerous examples of black men arrested or stopped merely for walking down the sidewalk or sitting on steps outside a private home - essentially stopping people on the street for no good legal reason.

The point is under the description of "race" the race is already filled in as "black male". You can't put in another option because it's already assumed the trespasser is a black male. It can be found on page 37, 38 of the report.

Indeed, for each misdemeanor street offense that we examined, local prosecutors and booking officials dismissed a higher proportion of African-American arrests upon initial review compared to arrests of people from other racial backgrounds. BPD officers also disproportionately use force—including constitutionally excessive force—against African-American subjects. Nearly 90 percent of the excessive force incidents identified by the Justice Department review involve force used against African Americans.

This isn't just that black people are being stopped. It's that the Baltimore Police were being systemically racist. This is just one, of many examples, you can find in the report:
A shift commander for one of BPD’s districts emailed a template for describing trespassing arrests to a sergeant and a patrol officer. The template provides a blueprint for arresting an individual standing on or near a public housing development who cannot give a “valid reason” for being there—a facially unconstitutional detention. Equally troubling is the fact that the template contains blanks to be filled in for details of the arrest, including the arrest data and location and the suspect’s name and address, but does not include a prompt to fill in the race or gender of the arrestee. Rather, the words “black male” are automatically included in the description of the arrest. The supervisor’s template thus presumes that individuals arrested for trespassing will be African American.

It's unrealistic to expect police to be unarmed and go round hugging people when they would likely be quickly shot dead. So you are always going to have aggressive confrontations as you need to portray strength and intimidate people otherwise you might die.
I think we may be talking about two very different things. Community policing means an officer works a specific area which allows them to become familiar with the locals and build rapport. It does NOT mean they're unarmed or unable to carry out any of the functions necessary to do their job.

Family Research Council President and former Louisiana state legislator Tony Perkins had to escape his flooded Baton Rouge home via canoe, the Christian Post reported on Wednesday, citing his recent comments on his radio program, “Washington Watch.”
“[I have seen] nothing like this, and I have been involved in disaster relief, especially here in Louisiana, working and coordinating relief efforts through several hurricanes,” the Christian Post quoted Mr. Perkins as saying. “This is unlike anything we have seen before.”
“In fact, we had to escape from our home Saturday by canoe,” said Mr. Perkins, who also described the deluge as being of “near biblical proportions.”
“We had about 10 feet of water at the end of our driveway. Our house flooded. A few of our cars flooded.”
Mr. Perkins said some 80 percent of his fellow congregants at his Baptist church have been impacted by the widespread flooding, the Christian Post reported. “There is hardly a place you could turn where someone has not been affected by this.”
In a 2015 interview, he agreed with extremist Messianic Jewish pastor Jonathan Cahn that Hurricane Joaquin was a "sign of God's wrath" over the legalization of gay marriage and abortion, saying: "God is trying to send us a message."
Was God trying to "send" Tony Perkins a message this week? Or was He trying to "send" Ted Cruz a message, who appointed Perkins to his failed presidential campaign's "advisory council for religious liberty?"
Or was He trying to "send" the Republican National Committee a message? After all, they allowed Perkins to play a decisive role in crafting the Republican Party platform last month, including a fun little provision that advocated for sending LGBT people to gay conversion therapy—a thoroughly debunked and possibly destructive method of "treatment."
Or is Perkins just a normal person, like LGBT people, who now has to overcome adversity?

So how many black vs white people are stopped in each community within the city would likely give very different results.
I agree that people who live in high crime areas are more likely to be stopped - justified or not. I also agree that unfortunately due to the high poverty rates among the black community it means that black people are often more likely to live within crime areas.
This is by no means "just" a policing issue. However, I think there are several proactive things the police can do. For example, as recommended by the report, community policing. If you have some understanding of who's-who in a community it means police are less likely to stop and frisk innocent people. And it will stop the sorts of situations like we saw earlier this week when a black school teacher was pinned against up against a police cruiser and accused of being a prostitute.
(hard to tell from the picture but her feet are about a foot off the ground)I don't think there's a silver bullet that can solve all these problems. But I think by being aware of the issue and making a concerted effort we can seriously curtail the number of these incidents.

1 Can black cops acting against black citizens really be racist towards their own race?
- LUHEYes. A person can make derogatory and or discriminatory remarks against ANY race - including their own. And a person can favor a race and or hate a race that is - or isn't - their own.
When I use the word "racism" here is the general definition I'm operating under (which is the most common):

ˈrāˌsizəm/noun- the belief that all members of each race possess characteristics or abilities specific to that race, especially so as to distinguish it as inferior or superior to another race or races.

It's unfortunate you didn't bother to read the report as it SPECIFICALLY address' this point. It found that black people are stopped and not charged with a crime far more than white people.I don't see anything in the OP's link that would enable one to distinguish between the two possibilities in the problem I posed, i.e. are Baltimore law enforcement unfairly discriminating against local African-Americans or is it the case that African-American people are more likely than white people to commit crime in Baltimore?

The vast majority of Muslims immigrating to the US DON'T believe this. They're not coming here to inact Sharia Law. They're coming here to escape it.
I would also point out that no Muslim refugee coming to the US has ever been involved in a domestic terrorist attack.
